Ive Tried this my friends tried this and its workes for everone i know
After you beat the elite 4 go to the daycare and outside the door look at your pokedex at latios if youve seen him already. if you havent seen him yet this wont work. if you look at the pokedex and hes not there go right into the city and back to daycare an check pokedex again if hes in your area go in the grass near the daycare.

Once you reach Lillicove city, go to the right where the wailmers are go up and you will see a door surf in and you will be at Team Magma's/Aqua's hideout. Somewhere inside you, must look around HINT: once you leave the hideout, you won't be able to get back in , the entrance will be closed off.
Another way is to win them at the Lillycove Lottery in the department store on the 1st floor

Put a pokemon in the daycare then go to a collapsing hill with an acro bike so you can't climb it. Put a rubber band to hold the up key down so you go up,down,up,down etc. This will make your pokeom grow loads of levels if you leave it going over night but have your DS/SP charging otherwise you might run out of power. I got a venemoth from level 5 to level 65 in one night. Make sure you have lots of money though or you might not be able to buy back your Pokemon! GooD LucK Demon Squirrel ';.;'
