okay just have one REALLY high level pokemon in ur party (the level preferably should be 70, but in rayquaza's (or other level 70 or higher pokemon) case then one of ur pokemon should be at level 100.) Then just send that high level pokemon out (don't fight) and use an ultra ball..... it worked for me. hope this helps! (ps can anyone tell me how to get igglypuff (is that how u spell it?))

To get cut you need to go to the cutter's house in Rustboro and talk to the man inside the house
To get dive (you need surf)go to lilycove city and surf to the next city to the right(check the pokenav) i'm sorry i don't know what it's called. Go to the top left house and talk to who's inside. You can only use dive when you have a certain gym badge. You also need dive to find Team Magma. GOOD LUCK! Hope these hints work for you too!

OK...first you need to beat the big 4.... after that you will need to get 202 pokemon seen and caught.....then Jirachi will be unlocked.... after that you will need to find Jirachi. Jirachi will be visable so you can see him like thre regi's..... So go to the ever grande city were theres is a poke center.... after you get thereyou need a pokemon that knows surf and waterfall first you need to go down the water fall and go intill you see a cave go in the cave and there sould be a puzzle in there..... figure it out there there sould be an earthquake then you shoud fall down in a hole keep looking though the maze and at the vary vary end there should be a waterfall then there use waterfall to up and there he is..... trust me Jirachi will be level 75....
P.S. HAVE FUN GETING HIM I CAUGHT HIM WITH A ULTRA BALL IT ONLY TOOK ME 57 OF THEM...INJOY

To get Jirachi you need to have 5 stars on your trainer card. Then go to the Mossdeep Space Center and talk to the Guy looking out the window directly in front of you if he says sucessful lauch num: 100 or higher he will ask you to go to the moon say YES. If you want to catch Jirachi stock up on timer balls or just use your master ball. If he says a number from 56-100 and you have 5 stars he will take you to the moon and you will catch Deoxes

First, go beat the Pokemon League. When done that, go train your Wynaut to a Wobbuffet (Around level 40, not lower, please!). Put it in the first slot, and have about 50 Ultra Balls with you, or a Master Ball, ofcourse. This is a tricky part. Go to an edge of 2 Routes (Pokemon Sapphire on the left side of the game, Pokemon Ruby on the right side). Watch your pokedex. Is the Lati@s on your route? No? Switch routes. Watch again. Keep doing this until it's on your route. When (s)he is (Get a Tropius with Sweet Scent), go stand in the grass, use any repel, and use Sweet Scent. Try this about 3 times. If he wont appear, try in the water (on the same route!).
