Why you can't get past Guardian Sphinx's 4th Puzzle

OMG You'd think it was the first game they ever made, but its not! Its not even the first time they've made this kind of mistake! In World Championship 2008 the trap Rain Storm has the text for Elemental Hero Chaos Neo. I haven't got a Chaos Neos yet to see what text it has but I dread finding out. Why can't Konami get it right?

The proper text for Rain Storm (a trap featured in puzzle 4 of Guardion Sphinx in the Second world "Sunlight") is:

"Select 1 ""Cloudian"" monster you control. Reduce the monster's ATK by 1000 or 2000, and apply the appropriate effect:
- 1000 points: Destroy 1 Spell or Trap Card your opponent controls.
- 2000 points: Destroy 2 Spell or Trap Cards your opponent controls."
